Foam or Felt Pad
Most of the inks in the industry are felt ink pads and they have been around for a long time. These ink pads last a very long time and hold their ink well. Unless you are doing lots of ink techniques, such as blending or direct-to-paper, then you probably won't need an ink refill ever (or at least for a very long time, it depends on how often you use your inks). If you are doing a lot of techniques, then an ink refill will be needed eventually but it will hold up for plenty of uses. This is the great thing about felt pads.

Foam inks pads are gaining more and more popularity because of the full average ability. They stamp perfectly every time – even solid images. The spongy surface allows more ink to get on your stamp. The downside is though that you definitely need the refills but they are totally worth it.
